A Wasco County grand jury has indicted a man on charges related to a fatal motor vehicle accident on Highway 197 this past summer. The Wasco County District Attorney’s Office says Randall Donn Marshall was indicted on second degree manslaughter and criminally negligent homicide in the death of Joshua Thompson, and was also indicted for misdemeanor charges of driving under the influence of intoxicants, reckless driving, and reckless endangering of his passenger. Thompson, who was an employee of Wasco County Water and Soil Conservation District, was driving northbound on Highway 197 on August 24 when Marshall’s southbound vehicle crossed the centerline and struck Thompson’s vehicle head on. Wasco County District Attorney Matthew Ellis says the impact killed Thompson instantly. Ellis added that Marshall was presumed to be under the influence of alcohol when the accident occurred.
