Hood River County Commissioners Adopt Dispensary Moratorium

Hood River County Commissioners voted unanimously to establish a six-month moratorium on the establishment of medical marijuana dispensaries in unincorporated areas of the County.  County Administrator David Meriwether says one of the Commission’s considerations was the expectation the landscape surrounding marijuana in Oregon may change soon, with recreational legalization initiatives expected on the November ballot.  The Oregon Legislature allowed cities and counties to adopt a one-year moratorium provided they do so by May 1, but Hood River County’s charter allows emergency ordinances to be valid for only six months.  The moratorium had to be passed on an emergency basis given the time parameters involved.  Last week, Hood River City Councilors decided not to have its staff develop a moratorium ordinance.
