Kramer To Talk With OHA Official About Resolution Center Funds

Wasco County Commission Chair Steve Kramer says he will have a meeting with an Oregon Health Authority official on Tuesday as the drive to seek funding to construct a long-planned mental and behavioral health Resolution Center in The Dalles continues.  Center backers have been trying to get the OHA to release $9.3 million in funding designated to go to the original provider for the Center that withdrew from the project, and give it to Wasco County to move forward.  Kramer told fellow County Commissioners on Wednesday that he has been disappointed with communication with the OHA, but hopes the meeting with Behavioral Health Strategic Projects Director Christa Jones will be productive, adding they will be direct with their questions.  The Resolution Center would serve the entire Mid-Columbia region.

No Jail Resolution At End Of Klickitat County Commission Meeting

Klickitat County Commissioners got an update from staff Tuesday afternoon on where they are at in the fact-finding on the future of the Klickitat County Jail and whether a contract with NORCOR in The Dalles to house inmates is feasible.  That came after an emotionally charged morning session with over two hours of public comment that ranged from praising heading toward closing the jail as proactive to condemning the Commission for not doing enough to provide the jail what it needs, and jail employees who felt insulted that commissioners had not talked to them to hear what they go through on a day-to-day basis.  Staff said they have contacted many stakeholders but they have some steps still to take, and Commission Chair Lori Zoller said they weren’t ready to present any kind of resolution.

The morning began with Zoller and Anderson making statements as to why they had moved forward with a motion during a special meeting last Friday to enter into negotiations with NORCOR.  Anderson said he could not comment on the pending legal cases stemming from the jail and contract negotiations with corrections officers, but said he had been talking to stakeholders for a number of months, and shared a financial analysis of the jail that shows a projected $635,000 deficit for 2024, noting the County cannot continue with the status quo.  But Commissioner Dan Christopher said that he had no knowledge of what the other commissioners were doing in regards to the jail before Friday’s meeting, and called moving to close the jail a rush to judgement.  Commissioners did ask for staff to provide updates on their jail research at their weekly Tuesday meetings.

Firefighters Contain Structural Blaze In Goldendale

Firefighters were able to contain a late Monday night fire at Café Genevieve’s on South Columbus and East Court in Goldendale to the southside of the building.  A statement from the Goldendale Fire Department indicates the main progression of the fire was knocked down within a short period of time, but work efforts extended well into Tuesday morning.  The fire extended through the walls and ceiling but was contained to the southside of the building, while smoke did extend throughout the structure.  Goldendale Fire Chief Noah Halm credited the quick fire extinguishment to engine crews arriving on scene within six minutes of the call being paged by emergency dispatchers.  The cause of the fire has not yet been determined.

HRPD Makes Drug Seizure During Traffic Stop

Hood River Police seized a large amount of narcotics after an impaired driving stop on Friday.  According to the HRPD, during the stop an officer observed several signs of impairment in the driver, and after field sobriety tests the adult male suspect was taken into custody for DUII-Controlled Substance.  A search of the vehicle then yielded over 20 grams of cocaine and over 22 grams of a crystal substance the suspect identified as ketamine, which is a dissociative anesthetic that has some hallucinogenic effects.  A large amount of money was also seized.  Hood River Police say the suspect eventually acknowledged possession of the illicit drugs for the purpose of sales.  The suspect was lodged at NORCOR.

Two Mosbrucker Fentanyl Bills Signed By Governor

Washington Governor Jay Inslee signed two bills authored by 14th District State Rep. Gina Mosbrucker to fight fentanyl addiction in Washington.  House Bill 2396, also known as “Ivan’s Law,” creates an outreach educational program on the dangers of fentanyl.  It also offers information to those released from jail on treatment programs related to fentanyl and other synthetic opioids.  The bill is named after 24-year-old Ivan Howtopat, a Yakama Nation tribal member, who was suffering from fentanyl withdrawal when he committed suicide in the Klickitat County jail last May.  The other Mosbrucker legislation the Governor signed is House Bill 1635, which creates a model program in Washington by July 1, 2025, for the training and certification of dogs to detect fentanyl.  The measure also grants civil immunity to trained law enforcement officers who use a police dog in good faith in the line of duty to detect fentanyl.  Both bills become effective June 6.
